Welcome to the VMEA Elections Page. You will find photos, bios, and links to podcast interviews on this page. Voting opens on November 1 and closes on November 17. VMEA Members will vote on VMEA candidates and their affiliate section candidates as well. Members have the opportunity to vote online OR in person at the VMEA Conference.

VMEA President Candidate
T. Jonathan Hargis
T. Jonathan Hargis is a resident of Gloucester County Virginia. Mr. Hargis received his Bachelor's from ODU (’83) and Master's from VA Tech (’85). Mr. Hargis is in his 39th year as a teacher and has worked in WJCC Public Schools for 20 years. He is currently the Director of Bands at Lafayette HS.
In 1993 Mr. Hargis took the Denbigh Symphonic Band to perform at the VMEA Fall Conference. Mr. Hargis has earned the VBODA “10” year Honor Band Directors Award. Mr. Hargis served as President of VBODA from 2002 – 2004 and currently serves as a Past President.

Sarah Ramsey
I am presently the director of bands and guitar teacher at Thomas Dale High School. I am in my 12th year of teaching. I served as the director of bands in Amelia County, teaching band and guitar in grades 6-12. I recieved my undergraduate degree from James Madison University and am currently pursuing my Master's degree. I have served as the host of several events within my district/county including All district band auditions, all county marching band, and all county concert band.

Mandi Steele
Mandi Steele has been a teacher in Virginia for 23 years. She received her Music Education degree from Concord University in Athens, WV. She started her career as a general music and choir teacher in Galax, VA, and has been the Choral Director at Christiansburg High School since 2003. Her choirs have received superior ratings at assessments, and performed for the VMEA Conference in 2011. She also directs the spring musical theatre productions. She has served as District Chair, VCDA Secretary, VCDA President, VMEA Honors Choir Auditions Chair, and has hosted numerous district events.

VBODA President Candidate
Kathleen Jacoby
Kathleen Jacoby is an inclusive and committed educator who has taught high school band for the past 20 years. She is the 2022 Fairfax Outstanding Teacher of the Year, a 10-time Honor Band director, and conducted the Herndon Wind Ensemble at the VMEA Conference. Kathleen is currently serving her second term as VBODA Secretary. Previously she originated the VBODA Inclusion Committee. Kathleen’s work includes co-presenting “Cast a Wider Net: Programming Suggestions from a Diverse Range of Composers" at VMEA and collaboratively developing the “Band Director Inclusion Toolkit.” Kathleen Jacoby adjudicates VBODA assessments, a ConnSelmer VIP, and a member of PhiBetaMu.

Darrell Pearman
Darrell Pearman has served as the director of the Blacksburg High School Band since 2007 having graduated with honors from Shenandoah Conservatory in 1997. Under his direction, the Blacksburg Symphonic Band has been invited to perform at the prestigious Music for All National Concert Band Festival as an Invited Band in March 2018 and the VMEA Conference in November 2018. Mr. Pearman has been a member of the trumpet section for the Maryland Symphony and marched with Carolina Crown Drum and Bugle Corps in 1993. He has membership in Phi Beta Mu and Kappa Kappa Psi.

Claire Leeper
Claire Leeper is in her seventeenth year of teaching. She attended JMU and is currently at Harrisonburg High School teaching Band, Piano, Newcomer Literacy through Music, beginning band classes. Mrs. Leeper is passionate about reaching all students, especially ELL students and students with special needs. She helped create the first United Sound Chapter in Virginia and recently finished her postgraduate degree in ELL Instruction.
Claire serves as an active clinician and adjudicator throughout Virginia. Founder of the Valley Wind Ensemble, she currently serves as secretary for the organization. She is a member of NAfME, VBODA, WBDI, and Phi Beta Mu.

VBODA Orchestra Representative Candidate
Carrie Finnegan
Carrie Finnegan holds a B.M. from JMU and a M.Ed. from UVA. Ms. Finnegan has been the Director of Orchestras at Albemarle High School and Journey Middle School in Albemarle County for 22 years, where she grew the program from just 36 students to over 250 students. AHS was recently recognized by VMEA as a Blue Ribbon School for over 15 years.
Ms. Finnegan has served as the VBODA Orchestra Representative since 2012 and enjoys serving on numerous committees. Recent honors include the JMU Outstanding Music Educator Award, the VBODA Philip J. Fuller Award, and the Canady Fellowship from UVA.

VBODA Middle School Representative Candidate
Harry Farmer
Harry Farmer is currently the Director of Bands at Blacksburg Middle School. This is his 28th year of teaching all of which is at the middle school level. He received his Bachelor of Music from West Virginia University and Masters of Music from George Mason University. Bands under his direction have consistently earned superior ratings at the VBODA Concert Assessment and have twice had the honor to perform at the Virginia Music Educators Association Conference. Mr. Farmer was a 2022 inductee into Phi Beta Mu International Bandmasters Fraternity. He was voted “Top Teacher” in Lynchburg Living magazine’s inaugural teacher awards issue in May 2015. He has served as a clinician and judge throughout Virginia and currently serves on the VBODA Music Grading Committee.

VBODA Middle School Representative Candidate
Joe LaBrie
Joe LaBrie is the band director at Liberty Middle School and currently in his 21st year of teaching in Fairfax County. As a member of VMEA/VBODA, Joe has been Chair of District X, and served on the logistics committee for the VMEA Conference. For the past eight years, Joe has been honored to serve the state as Middle School Representative. A native of Prince William County, Joe went on to receive music education degrees from LSU and the American Band College through SHSU. He currently lives in Fairfax with his wife, Katie, who is a composer, and their son, Liam.

Angela Ammerman
Angela Ammerman holds degrees in Music Education from the University of Cincinnati, College-Conservatory of Music, Boston University, and her PhD from George Mason University where she was the first to graduate from the PhD in Music Education. Ammerman has taught elementary and middle school general music, elementary, middle, and high school strings, community orchestra, and a variety of college courses in music education. Ammerman is currently the President of the Virginia String Teachers Association, an organization that most recently was awarded "Most Improved Chapter." Dr. Ammerman teaches Instrumental Methods, Lab Orchestra, and supervises student teachers at George Mason University.

Emmett O'Leary
Emmett O'Leary is an assistant professor of instrumental music education at Virginia Tech where he teaches courses in instrumental methods, music technology, and teacher education. His research interests include instrumental music pedagogy, competition, platform studies, and technology integration. Before moving to Virginia, Dr. O'Leary served on the faculty of the Crane School of Music (SUNY-Potsdam), was an assistant band director at the University of Notre Dame, and taught high school band in Arizona and Idaho. He serves on the advisory committee for NAfME’s Music Educators Journal and frequently presents at research and teacher education conferences throughout the United States.

Ryan Keebaugh
Ryan Keebaugh, Director of Choral Music and Assistant Professor of Music at Bridgewater College, has been hailed by the Washington Post as an “energetic, expressive, concise, insightful, and sensitive” conductor. Ryan’s versatile and vibrant musicianship is well known for his expertise embracing singers of all ages and has distinguished him as a leading music educator, guest conductor, and clinician to choral and ensembles throughout the United States. Aside from his duties as a conductor and pedagogue, Ryan is an active member of the VMEA Creativity Council and The College Music Society's Mid-Atlantic Chapter serving as President-Elect for 2022-2023.

Bill Podolski
Bill Podolski is the Director of Choral Activities at H-B Woodlawn in Arlington, where he teaches six middle and high school ensembles and directs the annual musical production for the past 16 years. The HBW choirs have been honored to perform at the 2015 VMEA Conference, at the Kennedy Center, and for Vice President Joe and Dr. Jill Biden. Bill has served as the Membership Chair and President of the VA-ACDA Chapter and was awarded the Colleen Kirk Award by the ACDA Southern Division. He has served as VMEA District Chair and currently serves as the VCDA Parliamentarian.

Joe Eveler
Joe Eveler has been the Choral Director at Stafford High School since 2003. He has a bachelor’s degree in Music Education from Lebanon Valley College and a master’s degree in Choral Music Education from Florida State University. Joe has served as District 15 Representative and Chair, the VMEA Honors Choir chair for 7 years, Virginia ACDA treasurer, and has served on both the Repertoire Grading and Assessment Sightreading committees. He has been the artistic director of the Chamber Chorale of Fredericksburg since January 2021. He enjoys spending time with his wife, Molly, and his son, Calvin.

Jordan Markwood
Jordan Markwood is in his tenth year as the Choral Director and Department Chair at Rock Ridge H.S. and also serves as the Music Director at Galilee UMC. Mr. Markwood was recently named the 2023 VA Region 4 Teacher of the Year, the 2022 LCPS, and 2022 Washington Post TOY. He is the current VCDA Secretary and previous leadership roles include VMEA Honors Choir Audition Chair, VCDA District XIV Representative (2 terms), and VA-ACDA MS R&R Chair. Mr. Markwood holds a BMus in Music Education from Houghton College and a MMus in Vocal Pedagogy and Performance from Westminster Choir College.

Matt Dunlap
Dr. Matthew Dunlap began his musical journey at age ten. He holds a BM in guitar performance from Kennesaw State University, an MM from the Peabody Institute of the Johns Hopkins University, and a DM from Florida State University. Dr. Dunlap has performed concerts and masterclasses across the US, Italy, Spain, Mexico, Costa Rica, and Canada. As an educator, he has taught at Florida State University, Troy State University, and Loudoun County Public Schools. Currently, he directs the guitar program at Stone Hill Middle School and is the Middle School representative for the Virginia Guitar Director's Association.

Christopher Cunningham
Christopher Cunningham is the Director of Guitar Studies and Director of Jazz Band at Herndon High School of Fairfax County Public Schools. Originally joining the Herndon faculty as Associate Director of Bands in 1999, Mr. Cunningham began the Guitar Studies program in 2002. It quickly developed into a comprehensive program consisting of four distinct levels of ensemble. Herndon’s artist-level guitar ensemble has earned consecutive Superior ratings annually in local and regional assessments and competitions since 2005 without exception including festivals in Orlando, Atlanta, Nashville, Virginia Beach, and New York City.

VGDA Middle School Representative
Aaron Kunk
Aaron Kunk completed his Bachelor of Arts in Music at VCU where he focused on jazz with teachers Mike Ess and composer/arranger Doug Richards, and maintained classical guitar lessons. After an injury that took him away from performing, Aaron completed a Masters of Teachers and was awarded a Fulbright grant to teach English in Germany. He was a founding member of the VMEA Guitar Council in 2018. Today, Aaron acts as the Webmaster for the VGDA, and is a member of the Aguado Guitar Concerts organization board. He currently teaches guitar at River Bend Middle School in Sterling, Virginia.

VEMEA President Candidate
Angie Clemens
Fulfilling the dream she had in second grade, Angie Clemens is an elementary general music teacher, now in her 33rd year of teaching. Angie has a BA in Music Education (Goshen College, IN), MA in Music Education (JMU), certificate in Teacher Leadership (JMU), and Clinical Faculty certification (MidValley Consortium). She is certified in Orff, World Music Drumming, and Dalcroze. She began teaching in Elmhurst, Illinois, where she also served as Elementary Music Coordinator. Since 2004, she has taught elementary general music in Rockingham County Public Schools. She currently serves as the District 5 elementary rep and elementary member-at-large.

VAMEA President Candidate
Michelle Milligan
Michelle Milligan began serving as a Fine and Performing Arts Administrative Coordinator for Prince William County Public Schools (PWCS) in September of 2022. Prior to this position, she was the music specialist for the Virginia Department of Education (VDOE), and an orchestra director for multiple schools in Prince William and Fairfax counties for nearly a decade. Mrs. Milligan earned her Bachelor of Music degree in Music Teacher Education from George Mason University. She holds a Master of Education degree in Educational Leadership and Administration from James Madison University. She is an active musician, clinician, and educator.
